Phase-2 testing of remaining processing units begins next week.<\/p>\n<p><strong>DECISION HIGHLIGHT<\/strong><\/p>\n<p>The refinery is transitioning from commissioning project to market-shaping infrastructure.<\/p>\n<p>Technical completion now shifts the policy debate from refinery construction to fuel market structure.<\/p>\n<p><strong>DECISION MEMO <\/strong><\/p>\n<p>The announcement is operational on the surface but structural in consequence.<\/p>\n<p>Nigeria\u2019s downstream sector historically functioned as a logistics system importing scarcity.
