The Nigeria Customs Service (NCS) and British American Tobacco Nigeria (BAT Nigeria) recently signed a Memorandum of Understanding (MoU) in Abuja to strengthen cooperation against illicit tobacco trade, improve regulatory compliance and protect legitimate commerce. The agreement, signed by Adewale Adeniyi, Comptroller-General of Customs, and Yarub Al-Bahrani, Managing Director of BAT Nigeria, establishes a framework for intelligence sharing, capacity building and coordinated enforcement aimed at disrupting illicit trade networks operating within and across Nigeria’s borders.<\/p>\n

The agreement institutionalises public-private cooperation in border enforcement, signalling a shift from isolated anti-smuggling actions towards structured intelligence-led collaboration.<\/p>\n

The significance of the MOU extends beyond tobacco. It reflects an attempt to address a broader economic problem: illicit trade’s erosion of government revenue, market integrity and investor confidence.<\/p>\n

For the NCS, the partnership provides access to industry intelligence that can improve detection and enforcement outcomes. For BAT Nigeria, it offers a mechanism to protect legitimate market participation from unfair competition created by untaxed and unregulated products.<\/p>\n

Adeniyi positioned the agreement as both an enforcement and investment signal. According to Adeniyi, “We feel delighted that we have been able to sign this instrument, which will provide an effective framework to deepen collaboration between our two organisations.” He added that the Service would “ensure that we wipe out illegal cross-border movements of products within the Nigerian territory.”<\/p>\n

The economic rationale is equally important. Adeniyi noted that illicit trade undermines government revenues, distorts markets and weakens regulatory systems. The agreement therefore aligns enforcement objectives with broader efforts to strengthen domestic revenue mobilisation and border governance.<\/p>\n

Al-Bahrani framed the partnership as a commercial stability initiative. “We believe that effective public-private sector cooperation is critical to protecting legitimate commerce, supporting regulatory compliance, and fostering a business environment where responsible businesses can thrive,” he said.<\/p>\n

The emerging policy direction suggests that enforcement agencies increasingly view private-sector intelligence and compliance partnerships as strategic tools in tackling sophisticated cross-border trade networks.<\/p>\n
