Nigeria is on course to eliminate its long-standing electricity metering gap through an ambitious rollout of about 7 million meters under the Presidential Metering Initiative (PMI) and the World Bank-supported Distribution Sector Recovery Programme (DISREP). Backed by a $500 million funding package, the initiative combines large-scale meter procurement, accelerated installation and future capacity expansion, positioning the country to surpass its estimated 5.6 million metering deficit while meeting the needs of new electricity customers.<\/p>\n

The Bureau of Public Enterprises (BPE), which is driving the implementation of the programme, said the reforms are central to the federal government’s efforts to strengthen the electricity market and improve billing transparency.<\/p>\n

Speaking on the initiative, Director-General of the BPE, Mr. Ayodeji Ariyo Gbeleyi, disclosed that the $500 million Distribution Sector Recovery Programme has allocated $250 million specifically for meter procurement and deployment. The programme targets the installation of 3.22 million meters, with contracts already awarded for 1.4 million units. About 1.1 million meters have been delivered into Nigeria, while more than 700,000 have already been installed.<\/p>\n

According to Gbeleyi, when combined with the Presidential Metering Initiative, the programme is expected to exceed the country’s estimated 5.6 million metering deficit and provide enough capacity to accommodate future electricity customers.<\/p>\n

The Federal Government is shifting electricity reform from tariff-centred interventions towards infrastructure deployment, recognising universal metering as the foundation for commercial viability, revenue assurance and investor confidence.<\/p>\n

The scale of the metering programme suggests a transition from incremental interventions to structural market correction. Eliminating the metering gap reduces estimated billing, improves revenue collection and strengthens the financial position of electricity distribution companies, thereby supporting broader power sector reforms.<\/p>\n

Gbeleyi said the Presidential Metering Initiative and the Distribution Sector Recovery Programme would jointly deliver about 7 million meters, surpassing the country’s current metering deficit while creating capacity for future customer growth. The deployment strategy also introduces an employment dimension, with trained young Nigerians carrying out installations, linking infrastructure investment with job creation.<\/p>\n

The sequencing is equally significant. Meter procurement, logistics and installation are advancing simultaneously, indicating an implementation model designed to accelerate service delivery rather than merely expand procurement commitments.<\/p>\n
