Speaking recently at the Commercial Bid Conference in Abuja, Mrs. Oritsemeyiwa Eyesan, Chief Executive of the NUPRC, said that 143 companies submitted 200 technical and commercial bids for 37 assets after 196 firms qualified from about 300 expressions of interest. She disclosed that 13 blocks received no bids because they remain insufficiently de-risked. Eyesan also said that the licensing round follows President Bola Ahmed Tinubu&#8217;s directive on transparency and would be governed by a &#8220;drill or drop&#8221; policy, with successful bidders required to meet post-award obligations within 90 days or forfeit their licences.<\/p>\n<p><strong>DECISION HIGHLIGHT<\/strong><\/p>\n<p>The NUPRC is shifting upstream licensing from revenue generation to production delivery by tying licence retention to investment execution.<\/p>\n<p><strong>DECISION MEMO <\/strong><\/p>\n<p>The 2025 Licensing Round signals a significant evolution in Nigeria&#8217;s upstream petroleum policy.<\/p>\n<p>Rather than prioritising signature bonuses, the NUPRC is placing greater emphasis on technical capability, commercial viability and timely field development. The objective is to convert awarded licences into measurable production and reserve growth.<\/p>\n<p>Eyesan said that the available assets could add about 500 million barrels to Nigeria&#8217;s reserves and contribute a minimum of 300,000 barrels per day within three years.<\/p>\n<p>She said: &#8220;The assets available in this licensing round have the potential to add about 500 million barrels to Nigeria&#8217;s reserves. Over the next three years, once successfully developed, these assets are expected to contribute a minimum of 300,000 barrels per day of crude oil and condensate production.&#8221;<\/p>\n<p>Equally significant is the regulator&#8217;s decision to enforce a &#8220;drill or drop&#8221; framework.<\/p>\n<p>&#8220;Our message is clear: drill or drop. Work programmes must be implemented, financial commitments honoured and agreed milestones achieved.&#8221;<\/p>\n<p>The absence of bids for 13 frontier blocks also demonstrates a more pragmatic regulatory approach. Rather than forcing allocations, the Commission intends to further de-risk those assets before returning them to the market, recognising that investor confidence depends on geological certainty as much as licensing opportunities.<\/p>\n<p>National President of the Oil and Gas Service Providers Association of Nigeria, Mazi Colman Obasi, said stronger upstream investment should raise production from the current 1.7 million barrels per day, while petroleum economist Professor Wumi Iledare cautioned that implementation would determine success.<\/p>\n<p>&#8220;Nigeria is not visionless; rather, it has been execution-deficient. Dreams alone do not transform nations. The approval of another licensing round in 2026 also signals regulatory continuity.<\/p>\n<p><strong>INVESTOR SIGNAL<\/strong><\/p>\n<p>The emphasis on transparent bid evaluation, execution milestones and licence forfeiture for non-performance strengthens regulatory credibility. Investors with technical capacity and long-term capital commitments are likely to benefit from a more disciplined upstream investment environment.<\/p>\n<p><strong>RISK RADAR<\/strong><\/p>\n<p>Achieving the projected production increase will depend on timely project execution, financing, security, regulatory consistency and successful de-risking of frontier basins.
