The Minister of Power, Joseph Tegbe, has called for swift implementation of the Nigeria-China Aquatic Products Protocol following its signing in Nigeria, urging government agencies and exporters to convert zero-tariff access to China\u2019s 1.4 billion-consumer market into higher exports, foreign exchange earnings and business opportunities. The protocol, negotiated for nearly five years, was signed by Chinese Ambassador to Nigeria Yu Dunhai with the participation of the Nigeria Agricultural Quarantine Service and other stakeholders.<\/p>\n

The protocol removes a major market-access barrier for eligible Nigerian aquatic products, but its economic value will depend on whether exporters can meet Chinese standards, scale supply and convert preferential access into actual shipments.<\/p>\n

The significance of the Nigeria-China Aquatic Products Protocol lies less in its signing than in the market-access mechanism it creates. Zero-tariff entry into China potentially gives Nigerian aquatic exporters a substantial commercial advantage, but preferential access does not automatically produce export growth.<\/p>\n

Tegbe\u2019s call for immediate implementation therefore shifts attention from diplomacy to execution. After nearly five years of negotiation, the central economic question is whether Nigeria can supply the Chinese market consistently, meet regulatory requirements and build the logistics necessary to sustain exports.<\/p>\n

The timing is significant. Tegbe said Nigeria-China trade reached $18 billion in the first half of 2026, compared with $28 billion for the whole of 2025. The protocol consequently enters a relationship already experiencing stronger commercial activity.<\/p>\n

Tegbe also linked its success to wider trade initiatives, including the proposed Zero Tariff Agreement for African countries. The implication is that the aquatic-products agreement could provide an implementation model for converting bilateral diplomatic agreements into commercially measurable outcomes.<\/p>\n

Chinese Ambassador, Yu Dunhai, reinforced the opportunity, citing a 35 percent increase in bilateral trade and an 80 percent rise in Nigerian exports in the first half of 2026. His assurance of Chinese support also extends beyond trade, with the embassy indicating continued cooperation as Nigeria seeks to modernise and expand its power system.<\/p>\n

The figures suggest expanding demand, but they also expose the gap Nigeria must close between market access and productive capacity. The Nigerian Agricultural Quarantine Service, through Comptroller-General Vincent Isegbe, has a critical role because compliance is the gateway to actual access. Isegbe also identified opportunities for similar agreements covering other agricultural and fishery products.<\/p>\n

The private-sector response provides an early indication of commercial readiness. Atlantic Shrimpers, whose engagement with China dates to 2018, said it is prepared to begin exports and has already identified buyers. That removes one potential constraint, but scaling beyond individual exporters will require dependable production, certification, cold-chain infrastructure, logistics and access to trade finance.<\/p>\n

The protocol therefore represents an export opportunity, but its deeper significance is institutional. Nigeria is being presented with a market-access instrument whose success can be measured in shipments, export receipts, business revenues and jobs rather than diplomatic statements.<\/p>\n

The immediate test is whether government agencies can coordinate implementation quickly enough for Nigerian businesses to capture the opportunity. The greater test is whether aquatic products become the beginning of a broader export strategy rather than another preferential-access agreement whose commercial potential remains largely unrealised.<\/p>\n
