The Nigerian National Petroleum Company Limited (NNPC Ltd), led by Engr. Bashir Ojulari, Group Chief Executive Officer of NNPC, has endorsed President Bola Tinubu\u2019s signing of the Deep Offshore Oil and Gas Projects Incentives (Tax Remission) Order, 2026, approved recently. The order establishes a fiscal framework for qualifying greenfield deep offshore projects, intended to provide greater certainty for long-term capital, accelerate Final Investment Decisions and support Nigeria\u2019s target of raising crude production to 3 million barrels per day by 2030.<\/p>\n

The order changes the investment proposition for deep offshore projects by addressing fiscal uncertainty that can delay project sanctioning, with NNPC positioning the framework as a mechanism for converting offshore resource potential into committed capital and additional production.<\/p>\n

The policy’s significance is its attempt to resolve the commercial gap between Nigeria’s offshore resource base and the investment conditions required to develop it. Deepwater projects require substantial upfront capital and long investment horizons, making fiscal predictability a material determinant of whether projects progress from discovery and appraisal to Final Investment Decision.<\/p>\n

President Tinubu said that the framework was \u201ccapable of unlocking up to $50 billion in deep offshore investment, beginning with the approximately $10 billion Bonga South West project.\u201d The scale of the potential investment makes fiscal certainty relevant not only to individual projects but to Nigeria’s production trajectory and upstream investment pipeline.<\/p>\n

Bonga South West is particularly significant because its expected Final Investment Decision would be the first on a Nigerian deepwater Production Sharing Contract asset since 2008. NNPC expects the framework also to support developments including Zabazaba and Owowo, creating a possible pipeline of offshore projects rather than a single-project intervention.<\/p>\n

Engr. Ojulari described the order as \u201ca transformative reform that sends a strong signal to global investors that Nigeria is committed to providing a stable, competitive and investment-friendly environment for deep offshore development.\u201d<\/p>\n

\u201cFiscal certainty is a critical driver of investment decisions, and this framework provides the additional clarity the industry has long sought,\u201d Ojulari added.<\/p>\n

For NNPC, the policy also fits a broader production strategy. Ojulari said, \u201cFor NNPC Ltd., the Order aligns directly with our strategy of protecting our existing production base, accelerating near-term growth, and attracting new investment into high-value assets.\u201d He said the framework strengthens confidence in achieving the 3 million barrels-per-day ambition while creating greater value for shareholders and the Nigerian economy.<\/p>\n

The company said recent petroleum-sector reforms had already stimulated more than $34 billion in new investment commitments. The offshore incentive order is intended to build on that momentum by enabling timely FIDs on strategic projects.<\/p>\n

The critical test, however, is conversion. An incentive framework can improve project economics, but actual investment depends on project-level returns, financing conditions, technical execution, contracting and confidence that fiscal terms will remain sufficiently predictable throughout long development cycles.<\/p>\n
