RMAFC Anchors Nigeria’s Democratic Credibility In Sustainable Election Funding

The Chairman of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Dr Mohammed Bello Shehu, met with the Chairman of the Independent National Electoral Commission (INEC), Professor Joash Ojo Amupitan, at the commission’s headquarters in Abuja on July 15, 2026, to deepen institutional collaboration ahead of the 2027 general elections. The discussions focused on implementing the President’s approved remuneration package for Independent National Electoral Commission personnel, improving funding, strengthening staff welfare and coordinating legal and administrative processes with relevant government institutions. The development was announced in a statement signed by Maryam Umar Yusuf, Head, Information and Public Relations, RMAFC.

He announced a high-level follow-up meeting with the Office of the Head of the Civil Service of the Federation (OHCSF and other institutions to develop the implementation framework while working with the Office of the Attorney-General of the Federation, the Federal Civil Service Commission (FCSC), the National Salaries, Incomes and Wages Commission (NSIWC) and the National Assembly to ensure statutory compliance.

Emphasising the strategic importance of the initiative, Shehu said, “We are committed to constructive engagement with all relevant institutions to ensure that INEC is adequately supported to discharge its constitutional mandate.” He added, “Competitive remuneration and sustainable funding are essential for retaining skilled personnel and delivering credible, free and fair elections.”

For the INEC, the issue extends beyond remuneration. Amupitan said that the President had approved the proposed remuneration adjustments subject to legal and regulatory compliance, while highlighting mounting operational pressures ahead of the 2027 elections. He identified funding constraints, staff attrition and the impending retirement of experienced personnel as risks to operational efficiency, stressing that adequate funding is critical for voter registration, election logistics, security coordination, result management and post-election litigation.

The emerging policy message is that institutional capacity is becoming a prerequisite for electoral credibility. By strengthening funding arrangements and staff welfare well ahead of the electoral cycle, the two institutions are attempting to reduce operational vulnerabilities that could undermine confidence in the electoral process.
