- NIPR-NIMN MoU Follows Similar Model

The Lagos State Chapter of the Nigerian Institute of Public Relations (NIPR) has opened expressions of interest for members seeking to take advantage of the cross-membership opportunities created by the NIPR-Advertising Regulatory Council of Nigeria (ARCON) Memorandum of Understanding.
The move comes as the chapter also launches preparations for the 2026 Lagos Public Relations Industry Gala and Awards (LAPRIGA), themed “Redefining Innovation & Influence.”
DEVELOPMENT:
The Lagos NIPR Secretariat is collating applications from interested members for onward transmission to the NIPR National Secretariat in Abuja. Members have been advised to review the applicable eligibility requirements before applying.
The NIPR-ARCON MoU, signed on January 10, 2025, provides for reciprocal membership, regulatory compliance and professional collaboration between the two bodies. It establishes direct membership pathways for practitioners with relevant experience and reciprocal exemptions for holders of professional qualifications.
Under the agreement, NIPR members with at least five years’ practical experience in advertising can access a three-day fast-track route towards Associate membership of ARCON, while ARCON members with at least five years’ public relations experience have a corresponding route into NIPR.
The agreement was executed by Dr. Ike M. Neliaku, President and Chairman of Council, NIPR, and Dr. Olalekan Fadolapo, Director General/Chief Executive of ARCON.
DATA:
The professional architecture created by the MoU includes:
- 5 years practical experience for the direct membership route.
- 3 days for the fast-track direct membership programme.
- 5 years minimum for eligible corporate membership leadership experience.
- Three specified areas for NIPR certificate holders seeking ARCON membership: agency management and organisation, campaign planning and execution, and media management.
The MoU also provides for continuous membership registration and enforcement, information sharing and capacity building.
SIGNIFICANCE:
The development signals a move towards greater professional convergence across Nigeria’s marketing communications ecosystem.
For PR practitioners, advertising is increasingly part of an integrated communications mandate. Reciprocal professional recognition could therefore widen practitioners’ regulatory and commercial capabilities while encouraging stronger compliance across disciplines.
The separate NIPR-National Institute of Marketing of Nigeria (NIMN) MoU follows a similar model, establishing reciprocal membership and professional development pathways between public relations and marketing practitioners.
NEXT MOVE:
The immediate issue is implementation. The effectiveness of the cross-membership framework will depend on how efficiently applications are processed, qualifications verified and practitioners inducted.
LAPRIGA 2026 provides a parallel platform for the Lagos PR community to showcase how this broader professional ecosystem is evolving.

The NIPR-ARCON framework does not simply create another membership option. It recognises that modern communication practice increasingly crosses public relations, advertising and marketing boundaries.
The significance of “Redefining Innovation & Influence”, therefore, extends beyond the LAPRIGA awards platform. It captures a profession being reshaped by convergence, regulation, multidisciplinary practice and the need for practitioners to demonstrate broader professional competence.
