The Federal Road Safety Corps (FRSC) has reaffirmed its commitment to repositioning the Special Marshals Scheme through strategic partnerships, technology and data-driven initiatives. Speaking at the 2026 RS2 Special Marshals’ Zonal Conference in Abeokuta, Ogun State, Corps Marshal Shehu Mohammed, represented by ACM Matthew O. Olonisaye, Zonal Commander, RS2 Lagos, urged volunteers to strengthen collaboration with government agencies, private organisations, transport operators and communities.
DECISION HIGHLIGHT
The FRSC is emphasising partnerships, reliable data and measurable outcomes as tools for improving volunteer-led road safety operations. The challenge is converting these priorities into demonstrable reductions in road traffic crashes and fatalities.
DECISION MEMO
The FRSC’s approach recognises that road safety requires more than enforcement. It depends on coordinated action, credible information, professional capacity and sustained community participation.
The conference theme, “Repositioning Special Marshals for Greater Impact through Strategic Partnerships and Data-Driven Road Safety Initiatives,” placed collaboration and evidence-based interventions at the centre of the scheme’s future effectiveness.
Special Marshals contribute through volunteerism, but their impact depends on how effectively their activities complement the Corps’ operations and other stakeholders’ responsibilities. Partnerships with transport operators and communities could strengthen safety awareness and help identify local risk patterns, while technology and accurate data could improve the targeting of interventions.
The Corps Marshal, through his representative, also stressed professionalism, capacity building and measurable outcomes, reaffirming the FRSC’s commitment to equipping and supporting Special Marshals.
The underlying test is accountability. Without clear performance indicators, reliable reporting and consistent evaluation, partnerships may generate activity without establishing whether road safety has improved. The conference therefore presents an opportunity to connect volunteer commitment with evidence of operational impact.
DATA BOX
- Institution: Federal Road Safety Corps.
- Event: 2026 RS2 Special Marshals’ Zonal Conference.
- Location: Abeokuta, Ogun State.
- Theme: Repositioning Special Marshals for Greater Impact through Strategic Partnerships and Data-Driven Road Safety Initiatives.
- Key priorities: Strategic partnerships, technology, accurate data, professionalism, capacity building and measurable outcomes.
- Stated objective: Reduce road traffic crashes, enhance safety and save lives.
WHO WINS / WHO LOSES
Potential winners: Road users, transport operators and communities if stronger coordination improves safety interventions.
Potential losers: Road users remain exposed to preventable risks if partnerships, volunteer activities and data initiatives fail to produce measurable improvements.
POLICY SIGNALS
The FRSC is signalling a shift towards coordinated, evidence-led road safety management. Its effectiveness will depend on translating the conference’s priorities into defined responsibilities, operational support and measurable performance standards.
INVESTOR SIGNAL
Improved road safety can support transport efficiency and reduce disruption-related costs for businesses. However, the material provides no quantified evidence of expected economic savings or projected reductions in crashes.
RISK RADAR
The principal risks are weak inter-agency coordination, inadequate volunteer support, unreliable data and the absence of measurable results. The decisive benchmark is whether the repositioned scheme contributes to demonstrable improvements in road safety.
