Dangote Petroleum Refinery and Petrochemicals FZE (DPRP) has extended its initial public offering (IPO) application period by two weeks, following approval from the Securities and Exchange Commission (SEC), to widen investor participation across Africa and other international markets.

DEVELOPMENT

The IPO, comprising 4.1 billion ordinary shares priced at N525 per share, opened on September 14, 2026, and was originally scheduled to close on October 13. The deadline has now been moved to October 27, 2026.

Speaking to journalists at the refinery, Alhaji Aliko Dangote, President of Dangote Group, said that the extension was intended to give more African investors access to the offer.

“The IPO is going very well. We will extend the closing date because we want more of our African brothers and sisters to participate. Following our discussions with the Nairobi Stock Exchange, we have identified what we believe is the best way to facilitate participation. We are now trying to replicate that arrangement with other African exchanges to ensure wider participation…But when it comes to the amount of money we originally intended to raise, we have already received subscriptions amounting to more than three or four times that figure…So, it is not about the amount of money. It is about the number of people who will have the opportunity to participate in this offer. That means quite a lot to us.”

David Bird, Managing Director and Chief Executive Officer of DPRP, welcomed the regulatory approval, saying: “We welcome the SEC’s approval of the extension, which will give more investors across Africa the opportunity to participate in the Offer. From the outset, our ambition has been to enable as many people as possible to participate in the IPO and share in DPRP’s future growth. The additional time will help us extend that opportunity to more investors across Africa.”

DATA

The offer comprises 4.1 billion shares at N525 each, representing a potential gross offer value of N2.1525 trillion if all shares are subscribed at the stated price. Dangote said subscriptions had exceeded three or four times the amount originally intended to be raised, although the precise subscription value was not disclosed.

SIGNIFICANCE

The extension places investor access, rather than fundraising volume alone, at the centre of the offer. DPRP is expanding distribution channels across African markets, including through unsponsored depository receipt programmes, to facilitate cross-border investment.

The initiative could broaden retail and institutional ownership of one of Africa’s major refining businesses, while testing the capacity of regional capital markets to support cross-border participation.

NEXT MOVE

Investors should watch the implementation of the arrangements discussed with the Nairobi Stock Exchange, the rollout of distribution channels in other African jurisdictions and the completion of regulatory requirements before the October 27 closing date.

OUR LENS

The IPO presents an opportunity to connect African savings with domestic industrial capacity. However, broad participation will depend on accessible investment channels, efficient account verification and transparent offer disclosures. Strong subscriptions demonstrate demand, but long-term investor confidence will ultimately depend on refinery performance, financial returns and corporate governance.
